Elvira Uyarra is professor of innovation at the Alliance Manchester Business School, University of Manchester (UK), where she has been working since 2001. Her recent research has focused on science and innovation regional policies, and public procurement for innovation.
Luis Cueto is the General Coordinator of the Mayor’s Office in Madrid since July 2015. He holds a law degree from the UAM, and has a deep experience in innovative public procurement and other policies to promote business innovation. He has held a number of relevant public service positions, such as Head of Business Innovation Promotion at the Spanish Ministry of Economy and Competitiveness (2009-2015).
Firstly, Elvira Uyarra gave an introductory presentation on “Innovative Public Procurement Policies at the Regional Level”, providing an overview of the findings of recent research of her team at the University of Manchester. Secondly, Luis Cueto explained the case of Madrid, together with Roberto Sánchez, General Director of Innovation and Promotion at the City of Madrid, including a discussion of the challenges associated with public procurement for innovation and their future plans to deal with them. Finally, there was an intense debate between the two speakers and the audience, moderated by Diego Moñux, Founding Partner and Director of Science & Innovation Link Office (SILO).
